Sewer Liners are Illegal in NYC

Sewer "liners" are often used as a quick fix for homeowners when a pipe bursts.  They are made from fiberglass and installed inside existing pipes.  The fiberglass constricts the water flow and eventually blocks the pipes and backs up the sewer line for neighbors. 

Sewer liners are illegal in New York City.  According to the city Department of Environmental Protection homeowners who install sewer liners could face penalties.

In a bind you might be tempted to purchase a sewer liner.  Although the product is illegal in the city they are advertised in telephone directories for as little as $49.99.  One licensed plumber says that the consumer often winds up paying thousands of dollars for a contractor to install the sewer liner.  Chances are, the contractor is not a licensed plumber.
